Fairness, Transparency and Good Governance in the LDL

Building clear and consistent procedures.

By Mark Heffernan

Good governance is essential to the successful operation of any sporting organisation.

Clubs need to understand how decisions are made, how rules are applied and how concerns can be raised and addressed.

My vision for the Limerick District League includes a commitment to clear procedures, accountability and meaningful communication with affiliated clubs.

Stronger Communication

I believe clubs should receive clear information about matters affecting the league.

Where appropriate, the league should explain its decisions, communicate changes in a timely manner and provide clubs with opportunities to raise questions.

Modern IT systems could help make this easier.

Clear Disciplinary Procedures

Disciplinary matters must be handled fairly and consistently.

I would propose reviewing the league's disciplinary administration and considering a dedicated group to support the timely handling of disciplinary matters, where permitted by the applicable rules.

The Vice-Chairperson, Vice-Secretary and other suitable individuals could be considered for roles within this structure, subject to the relevant rules and independence requirements.

Any such arrangement would need to respect the disciplinary authority and appeal procedures established by the FAI, MFA and LDL.

Fair Treatment for Clubs

I want procedures that provide:

  • Clear information about applicable rules.
  • Consistent handling of similar matters.
  • Appropriate opportunities to respond.
  • Proper management of conflicts of interest.
  • Timely communication of decisions.
  • Respect for the established appeals process.

Supporting Club Governance

Good governance should also extend beyond the league itself.

Through the proposed Club Support Taskforce, clubs could receive practical assistance with committee procedures, financial administration, documentation and FAI Club Mark requirements.

The objective is to help build confidence in how football is administered across Limerick.

Fair procedures, clear communication and accountability should be central to the way the league operates.
